Conflict in Darfur is located in the Darfur, western Sudan´s province. Darfur is surrounded by Libya, Chad and Central African Republic. Majority of people belongs to Fur ethnic group, rest of the citizens are nomads and semi-nomads. Non-Arab Masalit, Fur, Tama, Bergid, Berit are located in the central zone, they are surrounded by camel Zaghava, Bedeyat, Iraygat, Mahamid and Razeigat. The war in Darfur is an ethnic conflict, which main cause is feeling of socio-economic marginalization, self-determination and power sharing. On one side is Sudanese army with Janjaweed opposite Sudan Liberation Movement/Army (SLM/A) and Justice and Equality Movement (JEM). Janjaweed is militia recruiting nomadic Arabic-speaking African tribes. Sudanese government denies supporting Janjaweed but there are suspects of participating in some attacks. SLM/A is a nation-wide, plural, multi-ethnic, secular party, supported by Sudanese citizens, part of National Democratic Alliance (NDA) and lead by Abdul Wahid al Nur. SLM/A wants to create democratic State of Sudan, based on equal civil rights and market economy. JEM is rebel group lead by Khalil Ibrahim, recruiting members of various ethnic groups such as Fur, Zaghava or Masalit.
The conflict starts in 2003 and cause 200,000 – 500,000 dead and 3,500,000 not found. The war starts rebel groups SLM/A and HEM against Sudanese government. Sudanese government was not successful in fight against rebel groups so they mounted Janjaweed. Government with support of Janjaweed bombards and attacks Arab militia. Janjaweed burned down villages, do mass killing, rape non-Arab population of Darfur. Janjaweed and Sudan president Omar al-Bashir are sued by international crime court for war crimes. Omar al-Bashir is charged for ten crimes, three of genocide, five against humanity and two of murder. Omar al-Bashir is also first sitting head of state charged with genocide. The conflict is also declared as genocide on September 9, 2004 by Colin Powel, United States Secretary. International help in Darfur can be characterized as bad.
1. August 2008, OSN enter resolution, where OSN keep peacekeepers in Darfur until 1. July 2008. Part of the text was attacked by USA because it contains to stop taking legal proceedings against Omar al-Bashir.
Timeline
2003-2006
Sudanese army faced difficult strategic situation. Forces needed to be retrained and redeployed to be able to fight with SLM/A and JEM. By the time rebels won 34 of 38 engagements, SLA destroyed battalion at Kutum, 500 soldiers killed, 300 take as prisoners. After this defacement Sudanese government mount Janjaweed and Janjaweed became a primary force of the war. By the spring 2004, several thousand people, mostly non-Arabic, were been killed by Janjaweed and million had been driven from their homes causing humanitarian crisis in the region. In 2004, Chad brokered negotiations between Sudanese government, JEM and SLA, but rebel and Janjaweed attack still continuous. At this time, Kofi Annan warns that risk of genocide was real and compares it to Rwandan Genocide. Independent observers’ report that in Darfur went to ethnic cleansing used in Yugoslav war.
2006
5 May 2006, Sudanese government and SLA signed an accord, but the agreement was rejected. In July and August, international aid organization were attacked and Kofi Annan try to send 18,000 UN soldiers in Darfur to replace the African Union Force which contain 7,000 soldiers. The Sudanese government rejected attending United Nations Security Council meeting to explain why they are sending 10,000 soldiers instead of the proposed 20,000 UN soldiers. 31 August 2006, UNSC approved resolution and dent 17,300 soldiers to the Darfur. 5 September Sudan asked African forces to leave the region in a month and AU confirmed that troops would leave the region. In September, Darfur faced a humanitarian catastrophe and Pekka Haavisto; European Union envoy claimed that Sudanese army is bombing civilians in Darfur. In October UN troops were sanded to support AU troops and mandate of United Nations Mission in Sudan was extended until 30 April 2007. On 9 October, Food and Agriculture Organization marked Darfur as one of the most pressing food emergency. On 13 October, George W. Bush shows further sanction against Sudan. The sanctions were applied to strengthen existing sanctions. In late 2006, group Popular Forces Troops was formed by Darfur Arabs.
2007
President al-Bashir agreed with 60 days of hostility and improves humanitarian aid and media access to Darfur. On 15 April 2007, African Union peacekeepers were targeted and killed. The violence also spread up to Chad, on 31 March 2007 Janjaweed killed 400 people in border region of Chad. The attack was based in Tiero and Marene, the villages were also fired up after attack. Ahmed Haroun, humanitarian minister and Ali Kusjayb, Janjaweed militia leader, have been charged by the International Criminal Court with 51 war crimes and crimes against humanity. Amnesty International also came up with a report, where they show, that Russia and People´s Republic of China supplying government with arms, ammunition and related equipment. 31 July 2007 United Nations Security Council Resolutions change mandate up to 31 July 2008. On October 27, in Sirite, Libya started peace talks. The talks were not be successful because of most important rebel fractions were not attended. On November 2007 signed six SLM fraction, the Democratic Popular Front, the Sudanese Revolutionary Fraction and the Justice and Equality Movement Field Revolutionary Command signed a Charter of Unification and agreed to operate under name of SLM/A henceforth.
2008
On February Sudanese offensive by government soldiers and Arabs military against Rebels arrested thousands of people. On February 31, total dead stands at 450,000 and 3,245000 displaced.
